Manhole rehabilitation occurring throughout the project area.
A lot of progress has been made on rehabilitating the sewer pipeline, extending the life of the sewer system another 25-30 years. Work is nearly complete with manhole rehabilitation and other activities throughout the project area. Continue reading for more information about remaining work.
🚧 LOCATION: Brookview Community

Improvements have been made for access to a manhole which included a wider driveway approach and larger gate opening. This change allows safer access for work vehicles and equipment to regularly maintain and inspect OC San’s manhole and connecting pipelines. Remaining work includes the following:Â Â
What: Restriping of Parking Spaces
Now that improvements have been made for access to a manhole which includes a wider driveway approach, affected parking spaces will be restriped.Â
When: Week of December 15*, for approximately 1 day
Hours: Monday – Friday, 7 a.m. – 5 p.m.
Impacts:
- Designated parking spaces near the work area will be unavailable. Signage will be posted.Â
- Because of the new driveway approach, the accessible parking space will be relocated but will remain within the same row of parking spaces.
- Total number of parking spaces will be reduced. Â
- Increased construction activity and noise levels are expected.
What: Adding Bollards and New GateÂ
Removeable bollards will be added to secure the driveway entrance. Also, a new larger gate will be installed to fit the wider opening and secure access along the flood control channel. Â
When: December 2025 – January 2026*
Hours: Monday – Friday, 7 a.m. – 5 p.m.
Impacts:
- If any parking spaces need to be blocked off for the work, signage will be posted in advance.
- No parking will be allowed at the driveway entrance located in front of the bollards.
- Increased construction activity and noise levels are expected.
🚧 STREETS NEAR WORK AREA: South Coast Drive, San Leandro Lane, Concord Street

What: Sewer Pipeline Rehabilitation
The sewer pipeline crossing under the 405 freeway will be rehabilitated using the cured-in-place-pipe (CIPP) method. More information about CIPP is listed at the end.
When: Schedule is TBD, estimated to be early 2026. Exact date will be provided when the schedule is confirmed.
Hours: Nightwork 9 p.m. – 6 a.m.Â
What to Expect: Â
- Increase in activity and noise levels from construction vehicles and equipment.
- Vactor trucks will be used to vacuum wastewater out of the pipeline from a nearby manhole to keep flows out of the section of pipe that will be rehabilitated. This activity can be loud.
- Some odors may be noticeable in the immediate area but are temporary.
*All dates and times are subject to change due to operational factors or inclement weather.
About Cured-in-Place Pipe (CIPP)
A pre-measured liner is delivered in a refrigerated truck and inserted through a manhole opening into the existing pipeline. After the liner has been inserted, it is filled with water that is heated to a certain temperature and cured for several hours. When fully cured, the liner now acts as the new pipeline. Once the CIPP operation begins, it cannot be stopped until completed, thus requiring the 24/7 continuous work. Crews will be onsite for monitoring throughout the entire process.

Project Description
This project will rehabiliate approximately 4 miles of the regional sewer pipeline that runs along the I-405 freeway in the City of Costa Mesa. Project elements include the rehabilitation of gravity sewer pipelines, manhole structure rehabilitation, and manhole access improvements. The project also includes the rehabilitation of sewer pipelines that cross under the I-405 freeway.Â
