Progress continues on the Wall and Soil Improvements Project. As part of this work, a portion of the Talbert Marsh Bike Path has been temporarily closed since early November, but we are happy to share it is now open!
Recent construction activity required the bike path to temporarily close.
Current Work:
Crews are currently drilling and placing foundation piles, which are deep concrete supports for the wall.

Upcoming Work:
Next, crews will be building pile caps, large concrete blocks that connect the foundation piles to the wall. As pile caps are completed, the wall will be built in sections using temporary molds to shape the structure, followed by concrete pours to form the new wall.

Project Description
This project will make soil improvements and replace the perimeter chain link fence at the southern end of Plant No. 2 along the Talbert Marsh with a concrete wall. Soil improvements will help to protect facilities of ground movements from seismic events. The top of the wall will have a wave-like pattern ranging between 8-feet to 11-feet tall. Existing vegetation, landscaping, and tiered concrete block planters behind the fence will be removed. New trees, native plants, and drought resistant vegetation will be planted.

The wall with have stamped concrete artwork of marsh birds to embrace its location adjacent the Talbert Marsh and Pacific Ocean.
Project Background
OC San Plant No. 2 falls under Homeland Security guidelines for critical infrastructure. The wall will provide site security, visual screening of the process facilities, future sea level flooding protection, and designed to withstand tsunami forces. Soil improvements will provide lateral spread mitigation by keeping large structures, current and future, in place so they do not shift.

This project is part of the Biosolids Master Plan. All CEQA documents can be viewed here.
Status:
Construction started spring 2025 and will take approximately 2.5 years to complete.
Soil improvements using deep soil mixing will occur the first half of the construction, followed by the construction of the wall.
