Project Description:
This project will make soil improvements and replace the perimeter chain link fence at the southern end of Plant No. 2 along the Talbert Marsh with a concrete wall. The top of the wall will have a wave-like pattern ranging between 8-feet to 11-feet tall.
Existing vegetation, landscaping, and tiered concrete block planters behind the fence will be removed. New trees, native plants, and drought resistant vegetation will be planted.

The wall with have stamped concrete artwork of marsh birds to embrace its location adjacent the Talbert Marsh and Pacific Ocean.
Project Background
OC San Plant No. 2 falls under Homeland Security guidelines for critical infrastructure. The wall will provide site security, visual screening of the process facilities, protection from future sea level flood protection, and withstand tsunami forces. Soil improvements will provide lateral spread mitigation by keeping large structures, current and future, in place so they do not shift.
Status: Construction of the project is anticipated to start spring 2025 and take approximately 2 years to complete. Soil improvements using deep soil mixing will occur the first half of the construction, followed by the construction of the wall.
